Christchurch is easy enough to get around by bus to look at cars.
Perhaps rent for a week or two whilst searching for a vehicle.
The Uni is located at Ilam, not far out of the city centre and well
serviced by buses. It's a nice campus [being an ex- Uni Canterbury
myself]. Parking can be a pain in the ***unless your there very
early in the morning.
Buying a car - try the Buy, Sell & Exchange mag which comes out on a
Friday. There is Turners Auctions but you need to be very careful
about buying a car - read the very fine print on their auction
details. Probably the cars in your price range from a dealer will
come without any warranty. However, many have them checked by the
Automobile Association before being offered for sale and will have a
report available.
Check out: http://www.travelOK.net/
which has info on buying a used car; paperwork etc.
If you buy privately, having cash will more often than not, give you
an edge in a transaction.
Insurance is not compulsory. If you do buy, seriously consider taking
out third-party insurance which will cover damage to another vehicle
and/or property.
Cars in NZ are subject to a 6 monthly Warrant of Fitness [WOF]
inspection.

It can snow in Christchurch from time to time but a big snowfall is
quite rare.
