Costa Rican police said today they had arrested a 16-year-old male and
charged him with the *** of Emily Howell, one of two 19-year-old
American women killed in a Caribbean beach town.
????  The bodies of Howell, of Lexington, Ky., and Emily Eagen,
of Ann Arbor, Mich., were found on the side of a highway March 13 near
the Limon provincial town of Cahuita, 90 miles east of the capital, San
Jos. The two friends had been shot.
????   Police discovered the victims' bodies 10 feet off the

The police said they were still looking for two *** men still at large
who had been identified in connection with the slayings.
???? At a news conference, police said they had captured the
***age suspect Sunday at 6 p.m. local time in Sixaola, a small town
some 15 miles from the site where the bodies of the women were found.
???? The suspect, who could not be identified by law, was linked
to the *** weapon, a Spanish-manufactured .38 pistol that was found
in Siquierres, a small town near the capital of the province, police
said. The weapon was located in what police described as a "drug
hangout."
???? In Washington, State Department spokesman James Foley said
Costa Rican authorities had told U.S. officials that the suspect was "a
minor who was in possession of a gun that reportedly matched the bullets
collected by forensic experts."
???? The suspect had tried to sell the gun along with a jacket
that belonged to one of the victims, the police quoted witnesses as
saying.
???? Police said they had also identified a location in San
Jos where the suspect bought the pistol a week before the crime
occurred.
Police: Didn't Know Victims
Police said they believed Howell's slaying was linked to the theft of
the rental vehicle the women were driving.
???? "We have discarded the possibility that the suspects knew
the victims prior to the *** or that they were together on the
evening of the *** in any social capacity," said Jorge Rojas,
sub-director of Costa Rica's Judicial Investigative Police.
???? Under Costa Rica's juvenile offender's law, neither the
suspect's name nor his appearance can be released to the public. The
suspect was being held without bail.
???? Howell had been in Costa Rica working on a photography
project for her studies at Ohio's Antioch College. Eagen, who withdrew
from Antioch in August, was visiting Howell.
???? While the Central American nation has generally been
regarded as safe, the region where the two women's bodies were found is
known as dangerous. There had been three other killings reported in the
eight days before the two women were found dead.
???? Costa Rica attracts thousands of U.S. retirees and about $1
billion a year in tourism from more than 1 million tourists.
